Working Group of Diamond Experts (WGDE)

The WGDE's mandate includes providing expert advice and technical assistance to KP; coordinating scientific, technical, and other related research and analysis on behalf of the KP; developing reference materials, including production capacity assessments and rough diamond characterization reports; maintaining a scientific Sub-group on Characterization and Identification of rough diamonds; pursuing a modification process of the HS Explanatory Notes regarding relevant HS codes and valuation of rough diamond shipments, and reducing confusion associated with customs-related matters, such as the type of data included on KP Certificates.

The WGDE is also mandated to work towards the enhancement of the cooperation between the KP and the WCO; to produce Technical Guidelines concerning reporting methods; to improve KP administrative procedures; and to improve the quality of data transmitted from KP Participants; to identify areas of confusion and unclearness about technical matters and develop tools and Technical Guidelines that could assist KP Participants in handling rough diamond shipments and other related matters.

Lastly, the WGDE is mandated to maintain the Subgroup on valuation; to maintain a Diamond Experts Team specialised in footprint comparison and open to all KP Participants and Observers; to establish and maintain a Diamond Experts Database; to establish and maintain a Global Diamond Database on production footprint and fingerprint characteristics of artisanal and alluvial productions and of all previous WGDE foot printing tasks.
