Working Groups
Working Group on Monitoring (WGM)
The WGM is mandated by the Plenary representing all Participants to deal with issues relating to monitoring of the implementation of the KPCS.
The WGM shall:
a. Develop proposals for ensuring the effectiveness of monitoring and review of implementation of the KPCS;
b. Assess the effectiveness of monitoring and review activities in the KP, and identify best practices;
c. Assist the KP Chair with any specific tasks relating to monitoring and review;
d. Prepare reports on progress and issues relating to monitoring and review for the Plenary;
e. Advise Participants on ways to improve internal controls related to the KPCS and, in response to requests from Participants, facilitate assistance in capacity-building on monitoring;
f. Receive reports from Participants or Observers concerning monitoring issues that may require the attention of the WGM.

This meeting's agenda covered annual reports, peer review visits, the Kinshasa Decision on KPCS implementation in Marange, KPCS implementation in Côte d'Ivoire and other West African nations, enforcement cooperation, and how the WGM might contribute to the work of the ad hoc Committee on KPCS Review (CKR) in relation to compliance monitoring.

All but one annual report have been received. The peer review for Lebanon took place in July, while reviews for Canada and Switzerland have been scheduled. Review for the USA, SA, and Namibia are in the process of being finalized for either late 2012 or 2013. Other matters included concern over fraudulent certificates, reporting mechanism for observers, enforcement, and suspicious shipments.
